It was circulated through the MOD civillian staff network (where the size of the video attachment promptly crashed their servers), throughout the wider Civil Service network and leaked to the media.

The ultimate result of this though was that pretty much every Civil Servant in the country had their internet usage and activities monitored and investigated a few weeks after.

Whitehall doesn’t like people at frontline grades taking the piss with taxpayer funded resources – thats reserved for the management.
