you really need panniers to go on that rack, otherwise the rucksack will just cause the same balance problem. panniers lower the centre of gravity of the bike making it more stable. They are pricey but its better than stacking it on the dodgy roads round here with all the potholes etc…

Altura ones are good. somewhere like flynnstarr will have a good set. Ortlieb (I use them now) are even better but fucking expensive.. The tent etc can probably be secured to the top of the rack with bungee cords (most better racks have an eyelet on each side for securing the hook bit).

Also get a good rack with 10mm tubing, and ensure all them bolts are done up tight or they work loose..

have a look on google for cycle touring sites, there is a lot of good advice about how to carry the equipment.
