there is no best. There is only “least worst”… if you have a BT line and are near to the telephone exchange O2 or Be (might be the same network) can give really fast speeds..

Zen is supposed to be good but its got a reputation as a “techie’s ISP” and I’m not sure if you get a free router out of them… with any ADSL circuit you are usually tied to BT’s timescales (about 24 hours) for fixing any problems because the connections invariably go through some part of BT’s network. Even if the line is unbundled (i.e your cables are moved away from BT’s core network) the engineers still need to arrange visits to the Telephone Exchange and that takes time.
