It is especially stupid for places like Scotland whose population is set to decline (if it is not already). Banning young people from vast tracks of Scotland is ridiculous, how long can they expect the community to prosper if there are few if any people of working age. Do they expect 60 year olds to do the menial jobs usually taken by teenagers?
