Hantspol or Dorset.. I heard he used to be CID, but he got put back into uniform because the big multi-force operation to bust the Fuckhead party went pear-shaped :groucho:
seriously though from what I remember I don't think the foot and mouth made [I]that much of an impact to the policing of raves, if anything the cops would have been stretched further having to deal with the logistics of what was Britain's largest peace-time emergency since WW II..
Most decently organised raves aren't held that near livestock farms as people aren't that harsh and don't want to deliberately harrass the animals anyway (and at raves in 2001 there were actually a few less idiots)
I suspect though the sheer fact that raves (and associated mass trespass) still happened did boost the public backlash against them (particularly from the rural business community) which led to laws being tightened up and a crackdown from 2004 onwards..

..
ooo i think ive heard of u arent u that coppa who just took loadsa drugs at one of the partys and got in a little too deep
to be honest foot and mouth just makes the job of the police harder as they have to police more areas,
on the other hand raves could be harder to pull off simply because there maybe more police around rural areas while the epidemic is in full swing.
most of the problem depends on whether it stays around farnham and guildford this time, hopefully it wont spread or the agricultural industry is fooked.
at the moment its mostly being contained with a lot of vital roads linking farnham aldershot and guildford being closed.
this is abastard but the police have to put alot of power into making sure these roads are closed and there are no tresspasserts potentially spreading the desease.
this does basically mean that more police will be putting there effort into contaning foot n mouth and not bust us little mess heads
