penalty so far for most others busted for licensing violations has been a fine similar to or greater than the PEL application fee (around £600); in some cases (but not all) rigs have been given back.

If you have kids/partner etc maybe you can get the amount of fine driven down, although unfortunately I think the authorities area trying to make an example of all crews in the Thames Valley area..

I remember Pan!k parties from when I used to live in SE England...
