BZP is one of those substances like ket or nitrous which is a nice earner for dealers (less risk of serious jail time) but the user gets less out of it...
at street level if you are caught with a bag of powder or pills which are not in official NHS approved packaging feds are going to haul you in anyway if they need to make up their arrest figures or prove a point.
